GUEST SPEAKER
Sheriff Rand Henderson spoke with the club about the office transition 2017. Sheriff Henderson officially took office on January 1, 2017 and has made many change to the department. The first change was to establish a Vision and Mission statement for the department. As the seventh largest county in Texas with 847 member team it is important to have a statement of values for the office. Vision Statement…Our vision is to serve as a role model for the public safety services in our State. Mission Statement…is to provide professional detention and law enforcement service to our community through meaningful partnerships to enhance the quality of life for our citizens, businesses and visitors through efficient and innovative public safety practices.
One of the duties and responsibilities of the Sheriff department is to maintain the jail. The jail is the only jail in the County which has a mix of all kinds of felons. The jail has 1253 beds with a ratio of 1 detention officer to 48 inmates. Currently the jail has 967 inmates of which 200 are females. One of largest issues facing the jail is mental health issues with 30% of the population suffering from some mental health issue and needing help. Patrol is another duty and responsibility of the office with the patrol of all of Montgomery County with Conroe being the first largest area and Willis is the second largest city area in Montgomery County.
Leadership Team Ken Culbreath Chief Deputy, Captain Bryan Carlisle, Executive Division, Captain Kevin Ray, East County Patrol, Captain Melvin Franklin, West County Patrol and Captain Allison Allen The Woodlands Township Patrol. Captain Jimmy Malmay, Criminal Investigation Division, Captain Ollie Coward, Jail division. New homeland Security Captain Damon Hall, Law Enforcement Service Division Director Randal Eaves, Law Enforcement Information Tech Director Mari Lambrecht ,Finance Division Director Carol Thompson.
Other changes include updating the website to have more accurate information and stories. They are getting ahead of the stories. They have hired a full time Chaplin Pastor Mike Evans. The Sherriff has also changed the structure of the department to push everyone out front from command to teams and specialized units. This new structure is to prevent breakdowns in communication. They are also moving from traditional community policing service model to smaller portal areas. This will allow the deputies to get to know the residence and business. A strategic plan will be rolled out at day 100 to identify the goals of the department, and also have a line item budget in place for next year. Team is the new approach and is now a part of the culture!
